Scott Slater | CEO & President

Mr. Slater is an accomplished water rights transactional attorney and litigator and, in addition to his role at the Company, is a shareholder in Brownstein Hyatt Farber Schreck LLP, the nation’s leading water law firm. Since 1984, Mr. Slater has practiced law focused on negotiation of agreements and enacting policy related to the acquisition, distribution, and treatment of water. He has served as lead negotiator on a number of important water transactions, including the negotiation of the largest conservation-based water transfer in U.S. history on behalf of the San Diego County Water Authority from 1997-2003 and since 2000 has continued to act as the Court-approved counsel for the Chino Basin Watermaster, which governs a 225 square mile watershed in the Inland Empire. Mr. Slater serves as Vice-Chair of the Limoneira Company Board of Directors (NASDAQ: LMNR) and sits on its Executive and Compensation Committees. Mr. Slater has an extensive background in state, federal and international water policy and is the author of California Water Law and Policy first published in 1994 and updated annually, as frequently produces law review articles and legal commentary. He has taught water law and policy courses at University of California, Santa Barbara, Pepperdine University, and the University of Western Australia, (China) between 1990-2010. He is presently advising the nation of Tunisia on sustainable groundwater management strategies.

Lee Odell | Chief Operating Officer​

Lee Odell is ATEC’s chief operating officer and head of the division. He brings 33 years of engineering experience with groundwater treatment, including 13 years at CH2M/Jacobs where he was global technology lead for groundwater treatment. He has overseen more than 300 groundwater treatment projects and designed more than 75 groundwater treatment plants.

He literally wrote the book on treating groundwater for the American Water Works Association. He also served on the oversight committee for the sixth edition of the association’s book on designing water treatment plants.

Along the way, he developed the American Society of Civil Engineering’s certification course on drinking water treatment, with 60+ hours of training. He also chaired the Environmental & Water Resources Institute’s committee on water supply, treatment and distribution engineering.

Stan Speer | Chief Financial Officer

Stanley Speer is currently the Chief Financial Officer (CFO) of Cadiz, Inc., a clean water solutions company based in Southern California. In addition to his role at the Company, Mr. Speer is the principal of Speer and Associates, LLC, a consulting firm he
founded in 2012 to provide practical operational, financial and strategic financial solutions to public and private businesses.

Previously, Mr. Speer was a Managing Director with Alvarez & Marsal (“A&M”), a global professional services firm specializing in advising and assisting boards of directors, investment groups, management groups and lenders in a wide range of turnaround,
restructuring and reorganization situations.

 

Prior to joining A&M, Mr. Speer served as Chief Financial Officer for Cadiz from 1997 to 2003 and its subsidiary Sun World International, a fully integrated agriculture company. Earlier, Mr. Speer was a partner with Coopers & Lybrand (now PricewaterhouseCoopers), where he spent 14 years in the Los Angeles office specializing in business reorganizations.

In addition to his professional positions, from May 2018 – February 2024, Mr. Speer served on the Board of Directors of Sunworks (NASDAQ: SUNW) including as chair of the Sunworks audit committee. Mr. Speer earned his bachelor’s degree in business
administration from the University of Southern California.

Steve Green | Chief Commercial Officer

Steve Green is the Chief Commercial Officer (CCO) of ATEC Water Systems LLC, a wholly owned subsidiary of clean water solutions company Cadiz Inc., appointed in September 2024. Steve is an accomplished sales, marketing and business development leader in the water industry with extensive experience achieving growth targets and expanding sales and market share. Mr. Green built his 25-year career at several global leaders in manufacturing and engineering consulting companies specialized in water treatment systems and services for water utility and industrial applications around the world. . Throughout his career, Mr. Green has supported public-private partnerships and assembled design-build-finance-operate teams to deliver comprehensive solutions to complex projects.


Mr. Green has developed a deep and broad-based specialization in water treatment technology through key roles over the last 15 years at industry leading water technology suppliers and engineering firms. Most recently, from 2022 – September 2024, Green served as Practice Leader for Digital Water Technology Upgrade Services for Stanley Consulting, an international engineering consulting services firm. Previously, Mr. Green served as Business Development Director for Water Treatment at WaterTectonics, a full-service water treatment solutions firm focused on municipal, oil & gas, mining, industrial & construction applications, and was Business Development Director for Public Sector Water at NW Natural Water, a private utility that provides water and wastewater services to communities throughout the Pacific Northwest, Texas and Arizona.


Prior to joining NW Natural Water, Green spent five years at Xylem Inc., a Fortune 500 global water technology provider, promoted to Business Development Leader, Public Sector, Americas from 2017 – 2019. In the role, he achieved twice the market growth rate for Xylem’s largest business unit focused on treatment and conveyance product sales in the Americas.


Earlier in his career, Green also held essential sales and marketing positions at leading water filtration and manufacturing industry component suppliers including Amiad Filtration Systems, Dover Corporation, Planar Systems, Honeywell and Gibbs & Olson.


Mr. Green received a B.S. in Civil Engineering from Montana State University and his MBA with specialization in Finance & Innovation from the University of Washington.
